Senator Villar has been recognised by the Philippine Committee on IUUF for her pivotal role in the enactment of Republic Act 10654 and for her efforts against illegal, unreported, and unregulated fishing in the country. Senator Villar chairs the Committee on Agriculture and Food and her efforts to pass the bill lifted the yellow tag on Philippine fish imports which would have left Philippine export of fish to Europe dead in the water.

The agriculture and fisheries sector contributes nearly 10 percent to Philippine GDP – with the value of fish production for 2017 in excess of PhP250 billion (PSA, 2017). The industry remains a strong job provider in less affluent regions of the country, employing about 26.7 per cent of the country’s labour force (OBG, 2017). The country’s waters are home to 60% of the world’s known fishes (SEAFDEC, 2017).

The Senator is quoted as saying: “With the enactment of this law, we were able to address two important things: One is to ensure the sustainability of our oceans and two, ensure the livelihood of our fishermen. It also helped the Philippines diversify trade, increase exports and attract foreign direct investments”

Senator Villar’s commitment to keeping the Philippines’ good standing among nations by taking serious action with regards protecting marine life and resources is a service to the country, our neighbours, and to nations who rely heavily on fishing for livelihood. “We recognize the threat overfishing poses to all nations of the world. If left unabated, it will not only make deserts out of our oceans in 2050, it will also mean a collapse of the fishing sector as a source of livelihood,” Villar said.
